Mercutio convinces Romeo to disregard his dream as dreams are not real. They are mere reflections of one's desires and therefore "dreams often lie". Lovers dream of love, bankers of money, etc. The irony is that Romeo's dream does prove to be true. Finally, the quote shows Shakespeares use of mythological allusions in his plays -- Queen Mab is a fairy.
